Yaa he was talking about Ryuk. Technically Ryuk is a God. He is the God of Death (Shinigami). Also, Light was incredibly arrogant he thought that since Ryuk “gave" him the Death Note he was considered worthy by a “God" to do whatever he considers is justice.
