There are two modes of sending videos. I don’t know which you are refering to. Have a look on both;

Offline Mode: It is possible only when you are only a few metres away from the reciever. You won’t need internet but mind your distance.

Few applications are famous which are available in playstore of Android.

Caution: The speed may differ according to devices. Also you need to maintain appropriate range.

Online Mode: In this category of applications, you can send the videos irrespective of distance. All you need is an internet connection.

Major video sharing applications are messaging apps too. Search on play store of Android.

Caution: The speed may difffer according to your internet speed. The stronger your network, faster will be the transfer!!

Warning: You both (reciever as well as sender) should have same application.
